Profile

Jennifer Callan is a partner in Kahana Feld’s Houston office and is a member of the General Liability group. She is a seasoned trial attorney with more than 30 years of experience representing public and private clients in complex litigation in state and federal courts throughout Texas. Her practice focuses on civil rights, personal injury, medical malpractice, general torts, employment disputes, and insurance defense. She handles matters through all stages of litigation, including case evaluation, discovery, depositions, motion practice, mediation, and trial. 

Jennifer brings experience representing government entities and law enforcement agencies, having served as a senior attorney with the City of Houston, City of El Paso, and Harris County Attorney’s Office, where she handled a broad range of civil rights and tort litigation. She also served as Deputy Section Chief of the City of Houston’s Torts/Civil Rights section and Director of Professional Accountability for the El Paso Police Department, where she oversaw thousands of administrative investigations and advised on employment, training policies, and disciplinary and law enforcement matters. 

In addition to her litigation practice, Jennifer is an adjunct professor at the University of Houston Law Center, where she teaches pre-litigation skills, and serves as a faculty member for the National Institute for Trial Advocacy’s deposition skills program. She is also a frequent speaker and trainer on civil rights, Fourth Amendment, and litigation-related topics.

Representative Experience

  • Obtained a full defense jury verdict in a civil rights case brought in federal court in which plaintiff sought $30 million for wrongful conviction.*
  • Drafted and filed motions to dismiss multiple civil rights lawsuits, including a motion to dismiss a lawsuit filed by a prospective class of detention officers claiming unsafe work conditions.*
  • Negotiated and settled a civil rights class action lawsuit in federal court for about 1.5% of the plaintiffs’ $75 million demand.*
